Todd Hayes Reuben, 40, of Potomac, Maryland, was a passenger on American Airlines 77 that was said to have crashed into the Pentagon. He was a corporate partner at the Washington Law firm of Venable, Baetjer, and Howard. He had a wife of 14 years, Vivian and twin sons, Jason and Jeffry.
There are three different FBI reports of an individual, later confirmed to have been a female, claiming she had received a message from Todd Reuben while he was onboard flight 77.
The first report, from the Counterterrorism office, mentioned an email received on September 11, at 7:49 am (am must be a mistake) from an individual, claiming to have received a cell phone call from Todd Reuben and stating that he/she had saved the message which might have background noise which would be helpful to investigation:
The second report, from the Washington Field Office, mentioned a telephone call received on September 11, at 7:49 pm, from a female claiming to have received an in-flight message from Todd Reuben which she then saved. The female, whose name is redacted, also left her cell phone number and home phone number for the FBI to get in touch with her:
The third report, from FBI Headquarters, contained even more information from a call received at 7:50 pm on September 11, from a female residing in Rockville, Md claiming to have got a call from her sweetheart (per his message) who left her a message right before the incident. The woman said that the message may have contained background noise which could be helpful to the investigation, and also that there was no indication of impending danger:
The times the email and call were received by the FBI are nearly identical, 7:49 and 7:50 pm on September 11, meaning the woman sent the email and then immediately placed her call.
In none of the three reports is the female making the call referred to as Todd Reuben's wife. She did provide a name, a cell phone number and a home phone number where she could be reached, however these are redacted.
There has been no follow-up information from an FBI investigation into the call. There either was no investigation, or if there was, the details have never been released to the public.
There are all sorts of implications stemming from the FBI reports alone, not least because Todd Reuben was sitting right behind alleged hijackers Moqed and Al Mihdhar:
The woman who contacted the FBI said that Reuben called and left his message "just before the incident". What exactly does she refer to by "the incident"? The hijacking? According to the official timeline, flight 77's hijacking began around 8:55. The records of calls that exist do not show any calls placed before that time. The first call from AA77, Renee May's call to her parents, came at 9:11:24. That call did not connect so she made a second attempt less than a minute later, at 9:12:18:

There are calls made by unknown individuals, however all of them took place between 9:11 and 9:30, after the hijacking had commenced. It's still unclear how many of those calls were made through the use of cell phones or seatback phones, as all reports, either from the media or the 911 Commission or the Moussaoui trial are contradictory. One can argue that if Reuben had made his call using a cell phone it would not have appeared on the records, however that is not correct. All cell calls appeared on the records along with the ones made using seatback phones, and we now know, through whistleblower R.Wagner (https://archive.ph/dsssj, and again https://archive.vn/PCLpi) that cell calls would have been possible from high altitudes through the use of picocells, which would have had to have been installed days beforehand on each individual plane.
By "the incident" she could have of course meant the actual crash. This presents another problem however, as during her call to the FBI, the woman said that there was "no indication of impending danger in the message". Todd Reuben was in seat 13C, right behind Majed Moqed and Khalid Al Mihdhar who were in seats 12A and 12B respectively, so he would have had first-hand knowledge of their movements. It would have been very strange, to say the least, for Reuben to have called after the hijacking had occured and before the plane had crashed and to have sounded as though nothing was going wrong...
As mentioned previously, in none of the FBI reports is the woman who contacted them referred to as Reuben's wife. It seems she and Reuben were on very intimate terms though, as either he or she (not clear who) referred to each other as "her/his sweetheart". Could Todd Reuben have been having an affair? Possibly. Could that have been the reason why the authorities suppressed further information regarding their investigation into the call from reaching the public? Possibly, as it's hard to believe they never followed up on the lead.
There is, however, one more reason why the authorities could have wanted to withhold details of Reuben's message, and that is if it failed to produce the necessary evidence that would implicate the passengers sitting right in front of him: alleged hijackers Majed Moqed and Khaled Al Mihdhar. Worse still, if it did provide evidence, but such, that would exhonerate those two passengers of any wrongdoing.
I guess we'll never know.
